It is the John jay rotary press design from the Liberty Issue. The definitive regular issues were dry printed first untagged and reprinted later with overall tagging. Tagging (or invisible luminescent ink) is detectable by high-speed processing equipment and used to speed up automated mail. Fifteen cents met various usages like the half ounce International rate for certain countries. The rose lake stamps were frequently used in combination with other stamps until replaced by the 15c Holmes stamp 1288. At TBR Stamps we use stock images.
