It is what specialists call small -holes, dry printing variety. The 1054A Palace of the Governors coil is perf. 10 vert. Liberty Issue and earlier precancels are not priced in Scott. According to Scott Catalogue precancels are listed only if the precanceled stamp is different from the nonprecanceled version, or if the stamp only exists precanceled. The 1¼ precancel paid domestic Third-Class Bulk Rate Non-Profit from July 1, 1960 to January 7, 1968. The 50-year-old Liberty Series pair will be bright, fresh, and have full original gum. Read to learn more about this variety, which was the last of the 1¼ Liberty coil precancel types. All 1054A stamps were dry printed on the new Huck Press , which had been in use since 1959. By this time the BEP was able to print and perforate the coils on new Huck equipment. The press also slit and packaged the rolls further lowering the manufacturing costs of these stamps over previous methods. The result was this final variety of dry prints with new smaller (Huck) holes. In the early 1960s, supplies of the scarce dry-print large-hole stamps were gone and this variety was the replacement. Years passed before anybody realized the difference or significance of hole size.
