It is the 33c Flag Over City coil variety with super small 1999 date. The 33c self-adhesive pair is die cut 9.8 vert. Richard Sheaff designed the tagged stamps and they were printed by The Bureau of Printing and Engraving . Thirty three cents met USPS First Class 1 oz domestic letter rate from Jan. 1999 until Jan. 2001. All stamps were removed from sale when the rate changed to 34 cents in January 2001. Scott 3281d is Type I , which means that there are 3 lines of shading on the left side of the building. They are only from elusive plate number 9999A. The differences can be seen below in a magnified comparison of all 3 date varieties. All other date varieties are sold separately when available.
