It is the 37c Flag issue with both tagging varieties. The 2004 stamps were issued without official ceremony. The early printings of the self adhesive coils were on "surface tagged" paper that had a solid appearance and originally given number 3632C. The tagging on subsequent printings had an uneven or mottled appearance and were once know as 3632Cd. Scott catalogue eliminated the minor number 3632Cd separating the varieties, but many albums and older catalogues still list them. Brookman uses 3632Cv for the mottled type. Scott considers them to be acceptable variations of the same stamp. The stamps will be shipped in the order shown, first solid tagged and then mottled tagged.
