It is the 2005 Holiday Cookies issue with Scott numbers 3949 to 3952 , 3953 to 3956 and 3957 to 3960. They feature Santa , Snowmen , Angel and Elves Christmas cookie stamps. Derry Noyes designed the 37c self-adhesives and they were printed by Banknote Corporation of America (BCA) and American Packaging Corp. (APC) for SSP . Thirty Seven cents met the USPS First Class 1 oz domestic letter rate from June 2002 until Jan. 2006. All blocks will be in Scott catalogue order as shown. The pane positions may vary from the stock image shown. They were issued October 20, 2005 for the upcoming holiday season.
