They are pack fresh. There are no special, rare, legendary, showcase, promo, foil, or hyperspace cards included. This is the cheapest and easiest way to collect the set. It takes multiple booster box opens to get this, otherwise. This includes more than enough cards to create multiple decks and start playing.
