It contains all non-error printing varieties of Scott number 2192 Wendell Willkie. The stamps are from the huge SECOND GREAT AMERICANS series. Willkie paid the 3 oz rate calculated as 29c + 23c + 23c = 75c. It was a valid rate until January 1995 when the rate increased. The deep magenta colored stamps were issued in panes of 100 with descriptive selvage and biological information. Production data for the shiny gum variety was never released.
